行政院長毛治國昨天再度堅辭閣揆，總統當選人蔡英文今(22)日表示，毛治國留下來做看守的工作，固然是很恰當，如果他不願意留下來，馬英九總統應該盡快在內閣裡面找到有經驗，或是社會信賴度足夠的人，維持政府正常的運作，需要民進黨協助的，都會來協助。

蔡英文還說，選舉已經結束了，現在的政府進入過渡、看守的狀態，部會首長應恪盡職守，處理好份內的工作，尤其是維持政府正常運作，是他們最重要的工作。

她強調，台灣不是第一次政黨輪替，2000年、2008年已有前例可循，馬政府在憲政運作之下有3個重要任務。

蔡英文進一步指出，按照行政運作的原則，總統、國會選舉之後的新民意出現，政府就進入看守狀態，看守的狀態不是什麼事情都不做，看守政府基本上有幾個任務：(1)、維持政府正常運作；(2)、維持政局穩定；(3)、把交接工作做好。
